The successful聽candidate, under the direction of the Accountant Supervisor, performs complex accounting and auditing functions聽for the department utilizing the contract payment system, a payment system for approximately 3,000 active聽contracts with payments totaling over $2 billion annually, the agency鈥檚 accounting system and the Comptroller鈥檚聽system.Essential FunctionsIndependently completes professional audit and evaluation of approximately 12,000 contract聽change orders annually.Audits renewal agreements conducting a thorough analysis of complex procurement聽agreements covering a broad spectrum of both technological and financial aspects including聽costs for construction and maintenance executed by the Illinois Department of Transportation聽(IDOT) and contractors.Develops, implements, controls, and revises accounting procedures.Distributes change orders to districts, Project Review Engineers, bureau files, and the Federal Highway Administration (FHWA).Distributes reports for the Accountant Supervisor.Performs other duties as required or assigned which are reasonably within the scope of those聽enumerated above.Minimum QualificationsRequires knowledge, skill, and mental development equivalent to completion of four (4) years of college聽with courses in business administration and accounting.Requires two (2) years of professional experience in accounting, external auditing, budgetary planning聽and control, or public accounting.Preferred QualificationsPrefers extensive knowledge of accounting and auditing theory, principles, methods and procedures.Prefers extensive knowledge of laws, rules and regulations relating to state or non-state accounting or聽auditing procedures.Prefers working knowledge of office methods, procedures, standard office accounting machines and聽equipment.Prefers ability to prepare comprehensive accounting reports.Prefers ability to determine violations and noncompliance with the law and to detect and explain聽significant irregularities.Prefers ability to review detailed work including written or numerical data and to make calculations聽rapidly and accurately.Prefers skill and ability to evaluate more difficult accounting problems and to analyze and interpret more聽complex accounting records.Prefers ability to establish and maintain satisfactory working relationships and to deal tactfully with聽controversial problems.Conditions of EmploymentSuccessful completion of a background investigation.Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position.
