Why doesn't 日韩无码 have a higher education degree program?

I just started the MPA program at UAS, about 1/2 to 2/3 of my class are all 日韩无码 or Fairbanks-based students. Everyone is wanting to pursue the higher education concentration the MPA program offers. Why doesn't SOM or SOE develop a higher education program instead of losing all these students to UAS?
